A permit must be obtained to cross a levee within the Bossier Levee District (BLD). Permit applications for levee crossings do not require formal approval by the BLD Board of Commissioners; they are approved by the BLD administrative staff. Levee crossing permits are reviewed by BLD staff, La. Department of Transportation & Development (DOTD) and the U.S. Army Corp of Engineers. The purpose of the levee permit program is to evaluate all activities on or adjacent to levees in order to ensure that no action or activity is undertaken which would or reasonably might threaten the use, operations, maintenance, protection or integrity of the levees or its components and to establish controls which allow for legitimate non-threatening activity.

For levee permit requests, use the following instructions:

A map showing the area the applicant is requesting the permit, locations of any buildings on the property, and proposed improvements should be submitted to these agencies as referenced below along with a letter of request, a profile sheet and a quad map.

Each of the three following agencies must receive a separate copy of the above referenced documents with a cover letter outlining the request:

Bossier Levee District Board of Commissioners
Attention:  Mr. Marcus Long, Operations Coordinator
P.O. Box 8279
Bossier City, LA 71113
La. Department of Transportation & Development
Attention: Mr. Robert Tomesak, District 04, Water Resource Engineer
P.O. Box 38
Shreveport, LA 71161
U.S. Army Corps of Engineers
Attention:  Mr. James Harper, Civil Engineer, Operations Project Manager
4155 E. Clay Street
Vicksburg, MS 39183

It is recommended that applicants meet informally with Robert Tomesak, DOTD, (549-8304) and Mark Long, BLD Operations Coordinator, (746-7151) to identify and resolve any preliminary problems prior to formal review of the matter. Levee crossings are an administrative request and do not require that the applicant appear before the board. When the BLD Operations Coordinator has reviewed and approved the request and letters of no objection have been received from the DOTD and the Corps of Engineers, the applicant will receive a permit form from the BLD to be signed, notarized and returned with a $200.00 permit fee made payable to the Bossier Levee District.

No work should commence on a levee permit until the applicant receives the recorded and signed permit from the Bossier Levee District.
