Encroachment Request Instruction Sheet

Bossier Levee District (BLD) channels have a statutory 100 foot control area located on each side of the channel which is between the high bank of the channel and 100 feet out from the high bank, unless it has been reduced by the BLD. Encroachments may be granted on a case-by-case basis when it can be determined that an encroachment in a particular area would not have an adverse affect on the overall drainage system in the district. Encroachment Requests are reviewed by the BLD Board of Commissioners and the La. Department of Transportation and Development (DOTD). Following are submission guidelines:

• Submit a letter of request (cover letter) and a map illustrating the area where the applicant is requesting the encroachment to:

• Submit a letter of request (copy of BLD request), a map illustrating the area where the applicant is requesting the encroachment, a profile sheet and a quad map to:

• It is recommended that applicants meet informally with Robert Tomasek, DOTD, (549-8304) and Mark Long, BLD Operations Coordinator, (746-7151) prior to placing a request on the BLD agenda in order to identify and resolve any preliminary problems prior to formal review of the matter.

• Contact Deanna Rabb at the Bossier Levee Board Office at 746-7151 to formally place the request on the agenda for the next regularly scheduled board meeting. (The BLD Board meets the second Wednesday of each month.)

• After confirming that the request has been placed on the agenda for the next meeting, the applicant should plan to attend the meeting to represent the encroachment request.

• Applicant should obtain the latest copy of the BLD permit instructions prior to submitting the request for encroachment.

Note: All requests should be submitted at least two weeks prior to the BLD monthly meeting to provide adequate time for DOTD review. If the proper documentation as outlined above is not submitted within this time frame, the board will not act on the request until the following month when all documents are in hand and there has been adequate time for DOTD review.

No work shall commence until the requested easement reduction has been fully executed and filed in the records of Bossier Parish.
